Riverside County has multiple water districts serving different communities, and understanding who supplies your water — and how to contact them for billing questions, outages, and conservation programs — is essential for every homeowner. Davis Plumbing and Heating Inc. serves customers across all Riverside County water districts and knows the specific water quality challenges in each service area.

Major Water Districts in Southwest Riverside County

Eastern Municipal Water District (EMWD)

Service area: Menifee, Murrieta, Sun City, Perris, Hemet, San Jacinto, and surrounding areas

Water source: Primarily Colorado River water via MWD aqueduct, supplemented by local groundwater

Average hardness: 350-450 ppm TDS (very hard)

Contact: (951) 928-3777 | www.emwd.org

Davis Plumbing note: EMWD water is very hard. Water softeners are strongly recommended for EMWD service area homes to protect appliances and plumbing.

Rancho California Water District (RCWD)

Service area: Temecula, Murrieta (portions), and nearby unincorporated areas

Water source: Colorado River water via MWD, plus local groundwater and recycled water

Average hardness: 300-400 ppm TDS (hard)

Contact: (951) 296-6900 | www.ranchowater.com

Davis Plumbing note: RCWD has active water conservation programs and rebates for water-efficient fixtures.

Elsinore Valley Municipal Water District (EVMWD)

Service area: Lake Elsinore, Wildomar, Canyon Lake, and surrounding communities

Water source: MWD imported water and local groundwater

Average hardness: 300-500 ppm TDS (hard to very hard)

Contact: (951) 674-3146 | www.evmwd.com

Davis Plumbing note: EVMWD’s Lake Elsinore service area has historically had higher hardness during drought periods when more groundwater is used.

How to Read Your Water Meter

Your water meter is typically in a covered box near the street. Most Riverside County meters have a digital display or a round sweep dial. The reading in hundred cubic feet (CCF) multiplied by 748 gives gallons. One CCF = 748 gallons. Use this to track your daily usage or detect hidden leaks.

Water Quality Reports

Each water district publishes an annual Consumer Confidence Report (CCR) showing your water’s contaminant levels, hardness, and treatment methods. These are usually available on each district’s website. Davis Plumbing reviews these reports to inform our water treatment recommendations for each service area.
